Senior Program Manager

Location: Phoenix, AZ | Dallas, TX | Washington, DC or Remote

Travel: up to 25%

Employment Type: Full-time

About the Role

We are seeking a dynamic and experienced Senior Program Manager to coordinate multi-functional teams in delivering large-scale software systems. In this role, you will be responsible for working directly with internal and external stakeholders to manage cross-functional communication, track progress and ensure operational excellence in deployment and sustainment of these critical solutions.

Occasional travel to partner locations, government offices or other company locations to engage staff, program partners, system users (including groups of veterans) and others may be needed.

Key Responsibilities

Program Leadership

  • Act as the primary point of contact for internal and external stakeholders.
  • Translate strategic objectives and end-user needs into system requirements and implementation roadmaps.
  • Enable cross-functional technical teams to meet the requirements through structured software delivery milestones.

Stakeholder Management

  • Build trusted relationships with military stakeholders, program offices, system integrators and others.
  • Conduct recurring reviews and status updates with military leadership.
  • Align program outcomes with contractual performance metrics and compliance requirements.

Systems Development Guidance

  • Scope and validate requirements for features and integrations (e.g., applicant tracking, identity verification, onboarding workflows) with the support of Product and Engineering leads.
  • Collaborate with Product, Engineering and Design to ensure user-centric, secure, and scalable platform delivery.
  • Oversee timelines, budgets, risk mitigation, and change management processes.

Implementation & Operations

  • Lead pilots, phased rollouts, and post-deployment evaluation cycles.
  • Ensure system interoperability with required IT environments and databases.
  • Support training, user adoption, and feedback loops across field offices and command units.

Qualifications

  • 10+ years of experience in program or project management with an understanding of federal, defense, and/or government or other regulated technology environments.
  • Proven success delivering enterprise software or systems integration projects (ideally for U.S. military or federal agencies).
  • Strong understanding of recruiting operations , platforms, or talent acquisition systems.
  • Familiarity with DoD acquisition lifecycles, ATO processes, and compliance standards (e.g., FedRAMP, NIST, RMF).
  • Excellent communication, briefing, and documentation skills.
  • Ability to travel regularly to Washington, DC and other locations as needed (up to 75%).

Preferred Qualifications

  • PMP or other relevant program management certifications.
  • Experience with Agile, DevSecOps, or modular contracting in government systems.
  • Prior military service or work with the U.S. Army, Navy, Air Force, Marine Corps, or Space Force.
  • Technical background in systems engineering, product management, or data integration.
