Job Description

SUPERVISOR: Vice President, Government Relations

QUALIFICATIONS:

  • Bachelor’s Degree
  • Political judgment and experience in developing and implementing successful strategies to achieve goals.
  • Strong interpersonal and coalition-building skills.
  • Excellent oral and written communication skills.

PREFERRED QUALIFICATIONS:

  • Juris Doctorate from an accredited law school or a Master’s degree.
  • Five years of professional experience with legislative process, government relations, policy or regulatory matters, or as a practicing attorney with healthcare experience in a law firm or with a healthcare provider.

BASIC FUNCTION:

Working closely with the Vice President of Government Relations, the Executive Director of State Government Relations and Regulatory Affairs will participate in the day-to-day legislative efforts with the South Carolina General Assembly to advance SCHA’s legislative and policy agenda and be responsible for developing and guiding strategy for SCHA and its members in response to regulations and regulatory agencies affecting hospitals and healthcare systems.

DUTIES :

  • Advocate for hospitals’ interests to the SC General Assembly as a registered lobbyist.
  • Provide research and analysis on issues involving state and federal law, legislative and regulatory efforts, and other related matters.
  • Assist member hospitals with the legislative and regulatory matters.
  • Develop and maintain relationships with both policymakers and staff to maintain lines of communication on healthcare legislation and other related matters.
  • Develop and maintain relationships with state agencies and other regulatory entities.
  • Participate in legislative receptions, conferences, caucus functions, and other events involving the SC General Assembly.
  • Assist in developing political strategy to accomplish legislative goals as determined by the SCHA Board.
  • Attend House and Senate committee hearings, meetings, and briefings; testify on behalf of SCHA as necessary; and coordinate with member hospitals to testify on behalf of the Association.
  • Review and evaluate legislation, consulting with appropriate SCHA staff, committees, and member hospitals.
  • Research policy issues and legislation pending in other states, communicate with nationwide counterparts, and research activity in other states.
  • Work closely and collegially with both internal hospital government relations representatives and contract lobbyists to leverage resources effectively to achieve objectives.
  • Prepare regular legislative updates for members during session and assist with the development and distribution of a weekly newsletter.
  • Develop and share talking points for member hospitals visiting or hosting their local legislative delegation members if requested.
  • Identify the need and timing for communicating information on issues to CEOs, other hospital leadership, and activating the grassroots network.
  • Establish and maintain political and strategic alliances.
  • Assist in the coordination of events and opportunities for members to engage legislators, further relationships and advance SCHA’s legislative agenda.
  • Other duties as assigned.

  • Sitting or standing for prolonged periods of time.
  • Walking between buildings on State House grounds.
  • Periodic travel, primarily within the state.
